In Washington, California quietly ended its legal fight over billions in withdrawn federal funding, signaling a shift toward state and private financing. On the ground. Construction continues in the Central Valley where the Merced to Bakersfield segment is steadily taking shape, with bridges, viaducts and rail structures already rising.
